Like the Muslims that crashed the towers checked the buildings occupants to only kill male adults in the 9/11 attacks? "Kill them all" is the only way to invade a country and run a war. Anything less and your own troops are weakened by the ROEs.

Dumb? There is no other way to fight a war. Not to say that you intend to take out the civillians, but when you are going into an operation, you need the freedom to take out whatever..
And the troops should never be asked to operate otherwise.
